I have the honour to acknowledge the re-
ceipt of your Despatch No. 275 of 29th. August.

With reference to the 4th. paragraph, I
do not consider it expedient to increase the Assessed Taxes
at present. We have yet to learn what the approximate expense
will be of carrying out the provisions of the New Public
Health and Building Ordinance and I look to the increase of
Assessed Taxes for the supply of the necessary funds for this
purpose and increased charges for Waterworks.

As to the Estimate for the amount required
to complete the Waterworks, I accept it as approximate. The
data are not at present available for a reliable estimate for
the proposed additional reservoir of Tytan Tuk which must
depend upon the contour of the bottom of the ravine to be dam-
med, and up to the present the borings have not reached the
rock, while difficulties are being experienced in the sinking
by an inrush of water. In my opinion, however, the Estimate
is as reliable as any that could at present be made. With the
exception of the Tytam Tuk Dam the necessary data are avail-
